Finish MPEG2 muxer

Background

As part of the Schrodinger project a MPEG2 TS muxing library was written and Fluendo provides a GStreamer plugin using this library. Unfortunatly due to limited time and resources that muxer is very incomplete, not supporting most of the media formats MEPG2 TS is supposed to include, like MPEG4 video or H264 video. As DLNA based solutions starts using GStreamer we need a full featured MPEG TS muxer and also increasing its scope to also mux MPEG PS would be very valuable.

Once the library and plugin is more complete we can move the plugin into gst-plugins-ugly.
